Just above the steering wheel an below the The speedometer cluster there's a puzzle that houses the windshield wiper dimmer flashers windshield wiper and washer pump basil I'm having trouble removing it seems to be hanging up on the headlight switch

You may be referring to the faceplate for the instrument cluster. If so, I believe that it is held in place by 5 screws. One screw is in the upper left hand corner above the light switch. Once all the screws are removed it should lift off from the dash.

IN this photo (i know not very close..But my car is in my storage for winter now..), you can see the headlight knob. The surround or bezel needs a tool to open it. But I have done it with careful use of a pair of small needle nose pliers. Put each end of the pliers in a slot opposite to each other, then twist..The bezel will begin to unscrew..:)

Sorry, if I was confused and gave you the wrong info. I was thinking that you have Ralleye style cluster.

Are you talking to me?

If so, yep that is a Yearone wheel..I would give fair warning that the wheel from them may not match the original. I have my original wheel too, I took it off. It had one or two small cracks in it. The material of the original compared with Yearones's wheel, is like chalk and cheese, with Yearone being the CHALK!

I had to modify the turn signal cancellor metal rod quite a bit to stop their wheel from activating the horn when turning it!

Their tolerances are not as exact as the original one. The finish is also a matte plastic look. I expect that over time it will get shinier (and closer to the original wheel) but apart from those 2 things, the wheel looks great. All of my original horn ring, etc. went onto the new one with no probs.
