If you listen to the entire album, "13" is basically a compilation of bits and bobs from other songs from the album, just remastered into a single track. Brian did a awesome job with it..

And...

In order to get it, you have to purchase the 2011 remastered deluxe edition of the CD, which apparently was not released in the US. And yes, at 22 minutes long it is their longest song ever made,...
